Hello, I have a sad situation to share -- a friend of mine who is a very good painter, experienced too, fell off a tall ladder that did not have "boots" on it. (I've never seen those.) Anyway, do you think he should have asked for boots before painting? Possibly it was a situation where he was shy to ask because he wanted the job... (I don't know all the details.)

There are permanent features of the home that have their own colors which cannot be changed when painting the exterior of the home but can have a dramatic satisfaction level that is experienced when the painting is completed.  Roofing shingles, paving blocks, concrete surfaces, stones and other such features are prime examples of the colors that should be considered when selecting your exterior color scheme for the home.  Homeowners can work off of these colors to make a home that looks uniform and luxurious when the exterior painting is complete.
• One room or the whole house? Applying one coat in one room is a reasonable DIY Saturday project (especially if you have help and beer). Multiply the time spent moving furniture, prepping walls and sanding old trim by the number of rooms in the house, and you might want to hire real help. It's the same outside. You can probably tackle one shady garage wall that needs a little scraping and sanding plus a coat of paint, but covering all surfaces of the house is usually best left to a pro.
The walls must be properly cleaned prior to applying primer or paint. This involves using a mixture of soap and water. Nail holes, chips, cracks or other small imperfections should be filled in and evened with plaster and allowed to dry before the entire surface is lightly sanded down and wiped again. Once the wall is clean and dry, you should apply painter’s tape over surfaces you do not want painted. Be sure not to overlook ceiling corners and edges, baseboards and trims and moldings.
If the point of hiring a well established, experienced, reputable painting contractor is to secure the professionalism and trust suggested to be inherent with that choice, then I would EXPECT that professionalism and experience to include the ability to make the proper and correct calculations for labor and materials for a fixed price quote, and there should be NO reason for the contractor to put the cost burden of their miscalculation on the consumer.

Second: all the tricks of the trade in regard to "cheating" customers is for hustlers and cheaters and NOT established businesses. At the end of the project the job should come out looking professionally painted as specified in the contract. A selected color that takes multiple coats that was not calculated by the contractor should cost more money. It's not the fault of the painter.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
When their bids are successful, contractors meet customers to finalize their requirements and plan the order and timing of work. Contractors estimate the time required for surface preparation, painting several coats and drying time between coats. For interior painting jobs, they might have to allow time for clearing rooms. Exterior painting schedules might be dependent on the weather in different parts of the country. Exterior painting is not practical in very wet or very cold conditions.
Even if you go it alone, specialize to keep your initial investment low. If you do only interior painting, for example, you might get by with one ladder, a few brushes, rollers, basic hand tools and such, for an investment of less than $300. Again, you can add to your tools as you need to (every job is a bit different), and parlay profits into the equipment necessary for exterior painting or working on large commercial properties.
Here is where this affects you as a consumer. You select a painter with a contract that says 2 coats, $500 down. You give the company the deposit and pick your colors a couple of days before the project starts. The painter goes to the store with your colors and figures out they are deep base. He (or she) not only needs to charge you more for the paint, but he also needs to charge you for a dark gray primer coat. Ninety nine percent of the time that primer coat is going to be really, really expensive since you already gave a deposit.
The speed with which a painter can complete the job will determine its final cost, but time is difficult to estimate. Some painters have more experience and cover a wall faster, but some are more methodical and take more time. Most painters should be able to cover about 100 to 120 square feet of flat surface in an hour, unless they are working on a very large wall. Wood or plaster might reduce that amount to 80 to 100 square feet. You should also consider the time required for a first coat to dry before a second coat may be applied. This will add time as well -- anywhere from one to 48 hours depending on the paint.

The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.

Unless you like textured walls, don't paint over dust. Wash the walls with trisodium phosphate (TSP) or a mild cleaner, like Jasco's TSP No-Rinse Substitute. First off all clients want a "deal" As a painting contractor for 38 years I can tell you that residential-commercial-industrial clients (and their needs are all diffrent. It seems this discussion mostly concerns residential repaints,so here goes--first off ALWAYS get a personal referance from a friend or co-worker. Always get an itemized contract that specifies the prep,color, number of coats, and specifics on payment. Remember you want to set up a relationship with the painting contractor of your choice. Bond, license and insurance are required to get a contractors license and are readily available online at your state Labor and Industries website. Second-- find someone you trust. He or his crew will probably be left alone in your home for most of the time. I always tell my clients that I wont bring someone to their home I wouldnt have in mine. Third--$$ Dont ever pay up front always insist on progress draws if the project is 2 or 3 phases remember If a contractor wants $3000 to do the job and you give him half up front he will be working for $1500. It WILL affect the quality of the product. In 38 years of business I have never taken a deposit and have never not been paid in full remember do what you said you would do for exactly what you said it would cost and there will be no problems with getting paid. one last reminder to clients you are also being evaluated when you interview a contractor. He is sizing you up as well. If he thinks you are a bit sketchy the the price will go up or he wont take the job at all. I have turned down some jobs that looked very profitable on the surface that turned out not to be so.(word gets around fast in the small painting community) Good Luck to clients and contractors
